Both are likely to FF for infantry armies, and if the dutch stay in colonial, their rush is not a fast one scouts arrive on the scene plenty fast enough to take the built-at-home skirms. There are only two civs I've been able to go straight scouts against: Dutch and Iro. Making the Scout rush work is a practice in true strategic versatility. Aztecs usually ask for advice on how to counter (the salt of the earth, that bunch). Spain and iros use the word lame almost exclusively, reflective of their first perceived chance to turn that insult around most likely. Russians and Germans curse their civ, and ES a few breaths later. Otto opponents sieze the opportunity to curse the abus nerf. Scouts provoke rage in an opponent like nothing I've ever seen, except perhaps the aforementioned tlalocs. Not so much at the effectiveness of the strat (my current PR 30 is a lower rank than I can otherwise achieve) but because it is so much more fun than anything else in this game (well tlaloc rushing on yuc/hisp/nwt/greatlakes might be better). Well, I've been scout rushing for about 50 games now (over which time I've built 4000 scouts to only 3000 vills) and I have to say that I'm impressed.
